Notice of Presidential Election Certification Time: 12/12/2016 – 3:00pm – 4:00pm Location: Wisconsin Elections Commission, 212 East Washington Ave., Madison Commissioner Mark Thomsen, Chairperson of the Wisconsin Elections Commission, will certify a canvass statement at 3:00 p.m., on Monday, December 12, 2016, at the Offices of the Wisconsin Elections Commission, located at 212 East Washington Avenue, 3rd Floor, Madison, Wisconsin. The canvass statement that will be signed is the official Wisconsin result of the general election, conducted on Tuesday, November 8, 2016, for the Office of President of the United States. Explanations provided by clerks for the differences in numbers between canvass and the recount are also contained in the attached Explanation of Changes per Reporting Unit PDF *These are unofficial results. Certified results will posted seperately. In the interest of providing the most complete numbers for the final spreadsheet, City of Glendale Wards 3,9 and City of Racine Ward 36 have been included pending receipt of an explanation for vote changes. The Explanation of Changes document will be updated when they are received. Dane County:City of Verona Wards 2-4 results have been removed from the Day 10 update pending further clarification from Dane County Board of Canvass. City of Verona Wars 1,5 and 2-4 have been added to the Day 12 update. City of Verona wards were recounted a second time and the numbers included in the Day 12 update are accurate. Marathon County: Addition of 2 votes to City of Colby Ward 1 totals due to addition error while recording recount results. Milwaukee County: Increase of 246 votes in City of Milwaukee Ward 34 due to a discrepancy in the original results. The total ballots for Trump/Pence should have been 254 instead of the 8 reported. Portage County: Net decrease of 4 votes in Town of Carson Wards 1-2 due to human error during Election Day hand count. -9 votes for Trump/Pence and +4 votes for Clinton/Kaine. Waukesha County: City of Brookfield numbers have been updated on the Day 12 spreadsheet due to reconciling of poll book records.
Explanation of Changes per Reporting Unit Day 9 Update – 12/09/16 Explanations listed in italics are new Adams County: 9 absentee ballot envelopes rejected by recount canvass due to missing witness addresses in Town of Rome Wards 1-5. A drawdown was done resulting in a loss of 5 votes for Trump/Pence and a loss of 4 votes for Clinton/Kaine. Total 28 vote change (8 vote net loss) in Town of Springville Wards 1-2 due to human error during original town Board of Canvass. Ashland County: Original election results were inadvertently entered as recount results for the Day 6 update. The recount results have been correctly updated to the Day 9 spreadsheet. Calumet County: Increase of 15 ballots in City of Chilton Wards 1-5 because ballots were marked incorrectly on Election Day. Voter intent was determined during recount canvas. +11 votes for Trump/Pence and +4 votes for Clinton/Kaine. Dane County: 12 Absentee ballots were left in their certificate envelopes, unopened, on Election Night, for City of Monona Wards 6-10. Ballots were opened and canvassed by the board during the recount. 23 Absentee ballots were left in their certificate envelopes on Election Night for the City of Fitchburg Wards 1-4. 20 Absentee ballots were left in their certificate envelopes on Election Night for the City of Madison Ward 29. 11 Absentee ballots were left in their certificate envelopes on Election Night for the City of Madison Ward 2. City of Verona Wards 2-4 results have been removed from the Day 10 update pending further clarification from Dane County Board of Canvass. City of Verona Wars 1,5 and 2-4 have been added to the Day 12 update. City of Verona wards were recounted a second time and the numbers included in the Day 12 update are accurate. Increase of 11 votes in City of Madison Ward 34. The recount canvass determined 13 Absentee ballots were wrongly rejected on Election Day. The envelopes were opened and votes tallied. +11 votes for Clinton/Kaine. Door County: Corrected Day 6 vote counts in Town of Egg Harbor Ward 1-3. Stein/Baraka now accurately reflect a total of 10 votes. Eau Claire County: Increase of 11 votes in Town of Brunswick and 13 votes in Town of Seymour due to ballots marked incorrectly on Election Day. Increase of 12 votes in City of Eau Claire Ward 30 from ballots that were uncounted on Election Night due to a paper jam. Decrease of 48 votes in City of Eau Claire Ward 36 due to human error during original Board of Canvass. -18 Votes for Trump/Pence, -30 votes for Clinton/Kaine. Increase of 14 votes in City of Eau Claire Ward 39 due to ballots that were marked incorrectly on Election Day, where the recount canvass determined voter intent, and the addition of 5 absentee ballots that were not counted on Election Day. Fond Du Lac County: 13 absentee envelopes were missing from Election Night and 1 absentee ballot counted on Election Night was rejected during recount canvassing of Town of Fond Du Lac Wards 1-8. A drawdown was done resulting in a loss of 7 votes for Trump/Pence and a loss of 7 votes for Clinton/Kaine. Grant County: Village of Woodman and Village of Livingston removed from Day 4 results pending verification of recount numbers by Grant County Board of Canvass. Numbers are re-verified and have been added to the Day 6 results. Recount vote totals for City of Platteville Wards 7-9 adjusted from Election Day totals due to discrepancies discovered during hand recount. Ward reported tabulator issues on Election Day. Juneau County: Corrected Day 7 vote counts for Town Lyndon Wards 1-3. Trump/Pence now accurately reflect a total of 328 votes. Kenosha County: Net change of 22 votes in Town of Somers Ward 2 due to discrepancy in original canvass numbers from Election Night. -1 for Trump/Pence, +3 for Castle/Bradley, +12 for Johnson/Weld, and +6 for Stein/Baraka. Langlade County: Increase of 39 votes for Trump/Pence in Town of Rolling Wards 1-2 due to an addition discrepancy in Election Night reporting. Manitowoc County: Increase of 24 votes in Town of Centerville due to a stack ballots missed on Election Day. Decrease of 25 votes for Trump/Pence in Town of Kossuth Wards 1-3 due to a stack of 25 votes counted twice on Election Day. Net change of 46 votes in City of Manitowoc Wards 9-10. +29 votes for Trump/Pence where tabulator did not count votes on Election Day but voter intent was determined during recount canvassing. -17 votes for Clinton/Kaine due to ballots found to have write-in overvotes during recount canvassing. Increase of 9 votes in City of Manitowoc Wards 3-4, 22, increase of 11 votes in City of Manitowoc Wards 15-16, and an increase of 24 votes in City of Manitowoc Wards 19-20, 27 due to ballots that were marked incorrectly on Election Day. Voter intent was determined during recount canvass. Marathon County: Adjustment to votes reported in the City of Abbotsford. No voters live in Ward 6 and all votes have been correctly added to Ward 1 totals. There is no change in the net number of votes; +7 votes to Ward 1 and -7 votes in Ward 6. Decrease of 11 votes in Town of Stetin Wards 1-2 due to absentee envelopes rejected by recount canvass: 6 envelopes missing a witness signature and 5 envelopes missing a witness address. A drawdown was done resulting in a loss of 5 votes for Trump/Pence, a loss of 5 votes for Clinton/Kaine and loss of 1 vote for Johnson/Weld. Addition of 2 votes to City of Colby Ward 1 totals due to addition error while recording recount results. Marinette County: Increase of 289 votes in City of Marinette Wards 1,3,5; 2,4,6; and 7-8. Voting machines used in City of Marinette required non-standard marking device that was not used on all ballots. This led to votes being missed on Election Day but counted during the recount canvass. Wards 1,3,5 – +65 vote for Trump/Pence, +79votes for Clinton/Kaine, +1 votes for Johnson/Weld; Wards 2,4,6 – +50 votes for Trump/Pence, +68 votes for Clinton/Kaine, +2 votes for Johnson/Weld; Wards7-8 – +3 votes for Trump/Pence, +19 votes for Clinton/Kaine, +1 vote for Johnson/Weld, +1 vote for Stein/Baraka. Menominee County: Increase in 29 votes in Town of Menominee Wards 1,3-5 due to human error; vote counts were left off of the Election Night tally sheet. +12 votes for Johnson/Weld and +17 votes for Stein/Baraka Milwaukee County: Town of Hales Corners Wards 7-9 numbers have been corrected and now reflect accurate recount totals as of the Day 6 update. Increase of 246 votes in City of Milwaukee Ward 34 due to a discrepancy in the original results. The total ballots for Trump/Pence should have been 254 instead of the 8 reported. Oconto County: Increase of 10 votes in City of Gillett Wards 1-3, increase of 19 votes in Town of Abrams Wards 1- 3, Increase of 33 votes in Town of Little Suamico Wards 1-8, Increase of 24 votes in Town of Pensaukee Wards 1-2, and an increase of 12 votes in Town of Spruce Wards 1-2. All increases in Oconto County are attributed to the use of non-standard pens or ballots being marked incorrectly. Voter intent was determined during recount canvass. Outagamie County: Addition of 1 vote to Day 5’s City of Appleton Ward 41 totals. A Ward 41 ballot was found with ballots for Ward 38 during the recount. Increase of 13 votes in Town of Grand Chute Wards 11-14 due to ballots that were marked incorrectly on Election Day. Voter intent was determined during recount canvass. +7 votes for Trump/Pence and +6 votes for Clinton/Kaine. Net decrease of 14 votes in City of Kaukauna Wards 6-7 and net decrease of 12 votes in City of Kaukauna Wards 8- 10 due to ballots being run through the tabulator twice on Election Day in error. Addition of 2 votes to Day 10’s City of Appleton Ward 33 totals. The polling location includes Winnebago County reporting units and 2 ballots Ward 33 ballots were found during Winnebago County’s recount. These ballots were delivered to the Outagamie County recount canvass. Ozaukee County: Increase of 29 votes in Village of Newburg Ward 3 due to a discrepancy in original canvass results for Trump/Pence numbers. Pierce County: Net decrease of 13 votes in City of Prescott Wards 1-6 due to 18 ballots missing clerk and election worker initials as required. -10 votes for Trump/Pence, -5 votes for Clinton/Kaine, and -1 vote for Stein/Baraka. Increase of 24 votes in Town of Clifton Wards 1-3 due to ballots that were marked incorrectly on Election Day. Voter intent was determined during the recount canvass. +7 votes for Trump/Pence, +14 Votes for Clinton/Kaine, +1 vote for Castle/Bradley, and +2 votes for Johnson/Weld. Portage County: Net decrease of 4 votes in Town of Carson Wards 1-2 due to human error during Election Day hand count. -9 votes for Trump/Pence and +4 votes for Clinton/Kaine. Price County: Net change of 10 votes in Town of Lake Wards 1-2 due to tally errors on Election Night. Racine County: Increase of 13 votes for Clinton/Kaine in City of Racine Ward 4. Votes were not counted on Election Night due to non-standard pens used to mark ballots. Increase of 37 votes in City of Burlington Wards 1-4, increase of 40 votes in City of Racine Ward 22, increase of 21 votes in City of Racine Ward 25, increase of 10 votes in City of Racine Ward 30, increase of 8 votes in Town of Dover Wards 1-8, increase of 14 votes in Town of Norway Wards 1-11, and an increase of 11 votes in Village of Waterford Wards 1-7. Votes were not counted on Election Night due to non-standard pens used to mark ballots. Richland County: Town of Buena Vista Wards 1-3 removed from Day 6 results pending further verification of recount numbers by Richland County Board of Canvass. Town of Buena Vista Wards 1-3 and Ward 4 added to Day 8 results. Shawano County: Original election results were inadvertently entered as recount results on the Day 6 update. The updated recount results have been correctly updated to Day 7. Increase of 12 votes in Town of Belle Plaine Wards 1-3 from ballots that were marked incorrectly on Election Day. Sheboygan County: Increase of 26 votes in City of Plymouth Wards 10-12. Votes were not counted on Election Night due to human error and voter intent was determined during recount. Increase of 29 votes in City of Sheboygan Ward 8 and an increase of 19 votes in City of Sheboygan Ward 10. Votes were not counted on Election Night due to human error and voter intent was determined during recount. Decrease of 17 votes in Town of Sheboygan Wards 1-10. Absentee Ballots run through tabulator twice on Election Day in error. Vernon County: Increase of 35 votes in City of Viroqua Wards 1-9 due to ballots not being read by the voting machine on Election Night. +9 for Trump/Pence, +22 for Clinton/Kaine, +1 for Castle/Bradley, +2 for Johnson/Weld, and +1 for Stein/Baraka. Decrease of 19 votes for Johnson/Weld in Village of Readstown Ward 1 due to allocating paper ballots cast for Senator Ron Johnson to Johnson/Weld in error on Election Day. Walworth County: Increase of 10 votes in Town of Whitewater Wards 1-2 due to ballot jams on Election Day. Washburn County: Discrepancies in Town of Bashaw were due to a discrepancy in the previous certification. The total ballots for Trump/Pence should have been 385 instead of the 352 reported. Increase of 10 votes for Stein/Baraka in City of Spooner Wards 1-4 due to a discrepancy in the previous certification. The total ballots of Stein/Baraka should have been 11 instead of 1. *This explanation was left out of Day 6’s list in error. Waukesha County: Addition of 1 vote to Day 5’s Town of Delafield Wards 1,2,5,6 totals. Corrected to show 1 additional vote for Trump/Pence.
